PARKS, RECREATION, OPEN SPACE MASTER PLANS

San Bernardino County, California: Calico Ghost Town County Park Master Plan. Working as part of a consultant team, TNDG completed the market analysis, future use projections, and financial feasibility assessment for a long range Master Plan for Calico Ghost Town County Park.

The analysis included an assessment of various categories of current users including tour bus operators, highway travelers, local residents and regional user demand. Levels of current usage and ability to expand that usage within the existing physical limits of the park were explored together with the option of expanding activities by increasing hours of operation, types of uses available, and the size of physical facilities open to the public.

Victorville, California: Feasibility Study for Water Recreation Facility. Served as consultant to the County of San Bernardino Public Works Agency to evaluate the market and financial feasibility of proposed swimming and water slide facilities at Mojave Narrows Regional Park. The market study involved identifying the geographic areas from which the facilities could potentially draw support and projecting the portion of residents in these areas which would likely visit the facilities. The market area analysis was based on actual operating experience at other County parks which already offer swimming facilities. Based on the projected visitation levels, the study then evaluated the extent to which the project's revenue generation would be sufficient to meet operating and debt service expenses for the facilities.

San Juan Capistrano, California: Park and Open Space Master Plan. A market evaluation and financial feasibility analysis were conducted for the City of San Juan Capistrano as part of its park master plan efforts involving newly acquired open space and existing city-owned properties. Initial evaluation was made of user needs, user profiles, use characteristics within the City and competitive facilities available in the immediate region. From the evaluation, projections were made of use demands which were then incorporated by the planning team into an assignment of those demands by area, making maximum use of existing City properties and existing capital facilities. This particular study's underlying purpose was to thoroughly explore the potential for incorporating an agricultural use theme into the master plan process to strengthen the City's historic image and maintain an agricultural component to its lifestyle.

Lompoc, California: Feasibility Study for Space Museum and Science Center. A study was completed for the City of Lompoc to determine the feasibility of establishing a Space Museum and Science Center on properties adjacent to Vandenburg Air Force Base -- the site of the western spaceport for shuttle launches. The study involved a nationwide comparative evaluation of similar facilities; their histories, growth profiles, and current operating status. The output of the study included recommendations as to fundamental feasibility, recommended phasing of development, operating management structure and financial plan, marketing recommendations, and program implementation.
